Suspect Arrested in Shots Fired Incident

Utica, NY – On September 1, 2024, the Utica Police Department (UPD) launched an investigation following a shots fired incident near the intersection of Bleecker Street and Nichols Street. Early in the investigation, authorities identified a suspect and made multiple attempts to locate him.



The case was adopted by the NY/NJ US Marshals Regional Fugitive Task Force, which collaborated closely with UPD Warrants Investigators and members of the Karen community. For several weeks, efforts were made to peacefully encourage the suspect’s surrender.



On September 18, 2024, these efforts culminated in success. Task Force members, in conjunction with UPD Patrol officers, arrested 24-year-old To To at his residence on Mary Street without further incident.



To To was transported to the Utica Police Department and has been charged with the following offenses:


Criminal Possession of a Weapon in the Second Degree


Criminal Possession of a Weapon in the Third Degree


Criminal Possession of a Firearm


Reckless Endangerment in the First Degree
